Unknown, given the fact that hours are a roman invention some suggested a borrowing from Latin ordō (“order”). But the semantic shift is dubious and make this theory difficult to believe. On the other hand it has been proposed that this term is native and possessed an older meaning, and when basques entered in contact with romans this older meaning disappeared to shift to "hour".
